Solution 1: Clear the Temporary Internet Files Folder of Outlook 

Whenever you download an attachment in Outlook, a copy of that attachment gets saved in the temporary internet files folder. If the storage of this folder gets full, then you may see a message that says "Cannot open an attachment in Outlook error".

So, if the cause of your issue is a temporary internet folder, then below are the steps that you need to perform to delete the files from this folder. 

Step 1: First of all, click on the Windows button given at the top left side to open the Windows search. 

Step 2: After that, go to the search bar and enter regedit. After that, press the enter key. After that, you will see a window on your screen. 

Step 3: Choose the Edit Menu inside it. 

Step 4: Search for the Find option from the Expanded menu. 

Step 5: Then, type "OutlookSecureTempFolder and begin with the search. 

Step 6: Now, you will see the same name in the right side of the window and below the name, you will see a path "C:\Users\AppData\Local under the column of Data. 

Step 7: After that, you are going to note down this path on a notepad. 

Step 8: Then, you need to click on the Windows button to paste the path in the search area. 

Step 9: Press the enter key and then a related folder will appear before you. 

Step 10: After that. you need to choose the option of "Select all the files to delete" them. 

Step 11: when you are done with that, you need to Restart Outlook to access attachments. 

Solution 2: Clean the Temporary Files of Your System 

Another method to fix this problem is to clear the temporary files on your system.

Below are the step that you need to follow to clear the temporary files on your system. 

Step 1: First of all, click on the Windows button and then go to the Windows search that you can see on the top left side. 

Step 2: After that, go to the search bar and then type "%temp%" and then finally press the enter key. When you do that, a folder will show up on your screen. 

Step 3: From there, you are required to select all the temporary files. 

Step 4: After that, you are just required to press the delete button. 

Step 5: At last, you are just required to empty the "Recycle Bin". 

When you are done with everything, you need to "Restart Outlook" and then finally open an attachment. This will surely work for you. 

Solution 3: Use the Save As an Option 

In case you aren't able to open Outlook attachments simply by double-clicking on them, then you must select the option of "Save As".

Solution 4: Disable Add-ins on Outlook 

Outlook add-ins may not allow the app to work properly. Maybe add-ins is the real reason why you are not able to open attachments on Outlook. So, before you open an attachment, you are required to disable the Outlook add-ins.
